It seems the "All Users" folder is now the ProgramData folder. I say "seems", as I've read it is in some way linked to the Users/Public folder. (More reading to do, I fear.)
At the time, there was a reason for not using the All Users folder for global settings. I forget the details. I guess I'll have to revisit this.
