IIRC those should be two unrelated things. 

The first one (versioning) should be solved in higher version of Magnolia. As a 
workaround you can give user write permission to "/jcr:system" and subnodes.

The second one (same nodes) depends where you get this from (would need to see 
complete stacktrace) if it is because the nodes are really different on public 
then on author, I guess it's because you manually imported them with "generate 
new uuids" setting. If the message comes from part of receive filter that makes 
backup copy of node during activation it is probably related to temp storage of 
nodes in mgnlSystem which was also re-worked in one of the higher versions.
