FYI:

The problem was the compression. When I deactivate the compression my web 
browsers show me the correct HTTP headers. When I activate compression the 
browsers really behave strangely. So I did a wget on the webpage and saved the 
header informations too. With wget as with compression and without compression 
the headers were correct.

Why am I so fanatic in HTTP headers? :-D We are using varnish 
(https://www.varnish-cache.org/). Varnish is reading the HTTP headers and 
caches it. It improves page speed drastically. I checked it twice. With or 
without compression, varnish is working ok. But our administrator wants to let 
varnish do the compression so I had to deactivate the magnolia compression 
again.
Strangely with the varnish compression the web browsers can inspect the HTTP 
headers better (did not really checked this, just an assumption).
