This problem was when trying to start via the bat file - no errors here.

When installing as a service - even with 1640m - the error thrown is:

[2008-01-11 10:41:48] [info] Run service finished.
[2008-01-11 10:41:48] [info] Procrun finished.

Lowering the allocated memory to the jvm, for example to --JvmMx 1024
allows the service to run properly.

Any thoughts?

Are you using the bat to start the tomcat or you are starting it as a
service?
Are there any errors in the log?
