Okay, I found this

Our OS is 32-bit Windows Server 2003 so is limited in the amount of
contiguous memory we can allocate.

Would magnolia running on a 64-bit system be able to utilize the extra
address space correctly - are there considerations beyond just
installing a 64-bit jvm?

It means your system doesn't have 1.6GB of contiguous memory for 
tomcat.  It may have the physical memory, but because of various dlls, 
libraries, etc., ... loaded in different places in memory the OS can 
allocate 1.6GB in one big chunk.
