Could you restate that? Moving VirtualURI filter from before the cache
filter to before the cache filter isn't moving anything. Having said
that, having the VirtualURI filter ahead of the cache filter makes sense
to me. Reversing it may mean cache content is offered before a possible
redirect can be executed and I'd consider that an error.
