Hi Po Ki, could you provide more details on what configurations activation doesn't work? Also what is the x in your 3.5.x? In general you should be able to activate from 3.6 to 3.5 and vice-versa, although there are few cases when it is not possible. For example you cannot activate from CE to EE and vice-versa.
