That seems more like referential integrity problem (corrupted
node). You

- The error says "Non EE subscriber detected. on poki_machine".
However, both editions are EE.
That is because 3.6 EE is using transactional activation by default
and
to make a successful transaction you need both sides to participate in
it. :)
You can however switch your 3.6 EE to simple non transactional
activation and then you should be able to activate without any
problems.
Have a look at [1] for details on how to uninstall transactional
activation.

In general you should be able to activate from 3.6 to 3.5 and
vice-versa, although there are few cases when it is not possible.
For
example you cannot activate from CE to EE and vice-versa.
