I did some poking around and found a step that might be significant
(sorry I'm not a websphere expert so I just do the incantations that
are told to me by others).

First, add an id attribute to the <web-app> tag in the web.xml that
names the application, I don't know what the limitations of this are,
but I stuck to just letters, no spaces or other characters.

Then create a file, ibm-web-ext.xmi, in the WEB-INF dir and put the
following in the file:

<?xml version="1.0" encoding="UTF-8"?>

<webappext:WebAppExtension xmi:version="2.0"
xmlns:xmi="http://www.omg.org/XMI"; xmlns:webappext="webappext.xmi"
xmi:id="WebAppExtension_1129847034938" reloadInterval="3"
reloadingEnabled="true" additionalClassPath=""
fileServingEnabled="true" directoryBrowsingEnabled="true"
serveServletsByClassnameEnabled="true" preCompileJSPs="true">

 <webApp href="WEB-INF/web.xml#[web-app id]"/>

 <jspAttributes xmi:id="JSPAttribute_1204156026126"
name="jdkSourceLevel" value="15"/>

</webappext:WebAppExtension>

Make sure to replace [web-app id] with whatever you put in the web.xml
file for the <web-app> id.

If you've done that, along with adding in the App server, under Web
container -> Custom Properties:

com.ibm.ws.webcontainer.invokefilterscompatibility and set the value to 'true'

I think it should work (of course along with following the
instructions on the websphere documentation page).
