You can make something based on the forums module. But I second the opinion expressed by spudnik, there are plenty of good solutions for blogging. You have also bunch of rss paragraphs/templates/modules available that can render the content of blogs to various degree. That being said, it might be interesting to see integration of Magnolia with say WordPress ... having Magnolia to fetch the content from the blog and render it on the site with support for re-posting comments back to the original blog entry and this sort of things, possibly also indexing the posts and include them in search results.
