Adding a new tserver creates an imbalanced situation, where tablets are not spread evenly across tablet servers. The tablet balancer in the master server occasionally rebalances tablets. During the short period of time those tablets are migrating, they will be temporarily offline. That should have always been the case and would be perfectly normal.
