I don't think you are alone in this issue. Although I have never experienced your specific issue we have had plenty of problems with getting updated versions of Snapshots. The issue appears to be with Apache Ivy. Ivy seems to have plenty of bug reports on incorrect handling of Maven snapshots...many are still open. Here is a sampling...

Outside of that I personally just wipe out that section of my Gradle cache when all else fails.
