I found a post from last year titled “Issues installing 0.9.7 - Ubuntu" where 
someone mentioned putting:

GUACAMOLE_HOME=/etc/guacamole

in /etc/tomcat/tomcat.conf

That seems to have fixed the normal “user-mapping” method.
