This may not be your problem at all but I found that I received this same error when my Kaspersky anti-virus was blocking the traffic from the Guacamole server. I had to add the server URL to the AV 'safe list'.

Also I have defined an VNC connection to the same machine and it works flawlessly, only the ssh session is failing. I don't know how to debug this. I have tried having a look to the logs, but I don't know where they are. Under /var/log/tomcat7, there are 3 files: catalina.err (empty), catalina.out (empty) and localhost_access_log.2016-12-17.txt (with some information that doesn't seem error related).
