Are you sure you closed the right project? :-)
I have several test projects and they are working fine for me. When
dependent project is closed, the project that depends on it switches to
jar from repository (of course if jar is actually deployed there and
version matches to what is in pom.xml)

That could be a bug and it might be fixed in the dev build.
Also note that to refresh inter-project dependencies you can also try
to close/open projects. Project model cache is flushed on closing and
rebuilt on opening.
