I suspect that's the problem. Are you using Asgard?
Create the Sitegroup: Name, Realm and Admin Group i.e. sotp, sotp, sotp
where Realm = http://yourhost.com/sotp. If Realm fails to create, resubmit
with Realm and it'll add. It's a bug that might be in the version of
Asgard that you're using, don't know.
Relog as admin*sitegroup
Create Group
Create Person
Add Person to Group
Create Host which creates page, style and topic trees, I think Asgard is
creating the topic tree. If not, create topic tree and assign its
ownership to Group
Relog as Person+sitegroup
Go Nutty

If this is a private server and you're the only developer, you don't
really need SGs but what if this scenario changes? I recommend using SGs.
