create a sitegroup. Not necesary for every single site, since multiple
sites can be groupded within an existing sitegroup.

In the selected or created sitegroup, create a host record, and set the
name, prefix and portnumber. Create a group, add a person to that group,
set that group to be the admingroup of the sitegroup.

After that, everything (user/group management, content creation, page
authoring, etc) can be done by this admin user. No fixed order is
required from this point.

I'm not aware of any recursivity pitfals. Integrity is guarded by the
add/change/delete functions of midgard.
