Unfortunately, unless something has changed in the last year, you can't get an aggregated report of coverage from a multi-module project. When you run the Maven "site" goal (or the cobertura:cobertura goal), is when the reports will be generated. Each module will have an individual sub-site that is linked to the parent. Assuming you've set up the Cobertura plugin correctly, you'll get a report added to each sub-site for its coverage.

I ran into this issue a little over a year ago, myself. At the time, there were no solutions that I could find that did not require some kind of monetary outlay, and my company was having no part of that (read: cheap). It may be overkill for your needs, but you might consider looking at Sonar. (www.sonarsource.org) I've never used it, but I understand it can do what you're looking for.
