This really isn't true. People can ask whatever questions they would like on the mailing list, and hopefully there is someone with relevant experience who can answer their question.
It is true that when asking a question about an older version, or even the release4.0 branch, that the audience or number of people that you will reach who are using it is smaller. In other words, there aren't as many people so there is less of a chance that someone with relevant experience will be able to answer your question.
The mailing list is just a means of communication for people using OFBiz. It's not a support organization or anything of the sort, so it wouldn't even mean anything to say that the "mailing list" only supports the latest code.
