you have the wrong line. In my file on line 60 contains this here: 

"core" : { "initially_open" : [ "${partyId}" ] },

I have created a Jira ticket: https://issues.apache.org/jira/browse/OFBIZ-12343

we have attached the full log stack to the ticket.
