opened https://issues.apache.org/jira/browse/MEECROWAVE-242 for the warning

it shouldn't hurt much, main issue is reloadGoal will imply a watcher
reload, this is what the warning meant (so having 2 concurrent reloads is
likely unexpected and likely a configuration error).
