There is lots of information there and a few code examples as well if you have a good dig around. With regards to the OpenOffice jar(s) I do not think you need to have them if you are using JOD. I cannot be certain as I have OpenOffice istalled on my machine but I do not remember having to configure JOD so that it was able to locate any of OpenOffice's elements; I suspect it is a stand alone solution. Just to answer your original question, you could use POI to create a PDF file but it would only be apart of the solution. It could recover elements from the Word document for you but you would then have to use another tool - iText would suffice I think - to reassemble these into a PDF file.
