I don't think you can achieve launching sqoop without hadoop. If you
take a look at bin/sqoop script, sqoop is being launched as hadoop
application:
exec ${HADOOP_COMMON_HOME}/bin/hadoop org.apache.sqoop.Sqoop "$@"
