While Ted can speak for himself, I don't think that he'd tell you that. He himself is an avid documenter, and posted a detailed message last week to the dev list about how project management works in Apache projects, which is largely about the non-coding parts:

More generally, contributions of documentation are appreciated, and it is totally conceivable that a person could be invited to be a committer based purely on non-code contributions.

In Apache, a more accurate statement would be "only community matters."
