You can't have nested struts tags. I usually do something like this, although there's probably a better way: <c:set var="selectboxSize"> <bean:message key='selectbox.size'/> </c:set> ... <html-el:select property="filter.topicId" size="${selectboxSize}"> <html:optionsCollection name="topicsList" value="id" label="name"/> </html:select>
