And Webwork is hardly something you need to wait for, it can be used now. Well, not only can it be used now, it has been in a very solidly usable state for years. After all, this is the framework underlying products like Jive forums, Confluence, JIRA, and so on. AFAICS, the only thing you would have to do to move from Webwork 2.2 to Struts Action 2 is do a bunch of package/class renaming on your code.

I would hardly call that "hardly anything substantive". A large amount of boring grunt work would be a better description - including the difficulty of having all the code on the target projects checked in for refactoring, making sure no developers on the team are in mid-iteration.

Also I would expect there to be a large amount of head scratching by the struts committers every time they come across something that will break when going from struts 1 to 2 - assuming they are thinking to some degree about backwards compatibility.
