Couple of things you could try...
I'm a little surprised that requires="confidentiality" seems to give
the runtime enough info to tell it to look for
{http://www.osoa.org/xmlns/sca/1.0}confidentiality. Maybe that's the
default namespace. I would have expected
requires="sca:confidentiality".
appliesTo="tuscany:binding.ws"> looks a little odd. Again I would have
expected appliesTo="sca:binding.ws"> as the ws binding is defined in
the SCA specs.
No convinced that this will help but let me know and we can look in a
little more detail.
