This seems like a side effect of not having the
tuscany-implementation-web-runtime dependency, or, if you are using
2.x codebase, then it's because you have the wrong namespace (you are
using osoa, instead of oasis which is
http://docs.oasis-open.org/ns/opencsa/sca/200903)
