Mike,

Currently the latest 2.5 release of apache vcl does not work with
Centos/RHEL 8 because the newer version of perl that is installed with
those operating systems, perl 5.26 is not compatible with the way vcl uses
ENV variables.

I have committed changes to this branch of vcl
https://github.com/apache/vcl/tree/vcl-perl-5.26 that should fix the issue,
but it has not been thoroughly tested yet.
