Having no idea how to determine what version all these other .license files
should use, I just punted and picked the 1.2 version for each one.
We certainly could put them both in a top-level "licenses" directory.
Could you describe how you would modify the license action in the
.p5m file to pick up the licenses from two places?
For example, ...components/sed/sed.p5m currently has:
license sed.license license=GPLv3
Say we added .../licenses/fdl-1.2 and .../licenses/fdl-1.3 (or some such names)
to the Userland workspace, how should that license action be changed to pick up
.../licenses/fdl-1.3 as well as sed.license ?
