This workspace is a build of only make and libxml2 (touched packages).
GPLv2 -> GPLv3 transition is IMHO complicated legal issue. Was the
"make.license" obtained from legals?
I was told by Lukas Rovensky it was approved already, before filing
an RTI I'll double-check it :)
