To fix this I am removing the CDDL header myself. I hesitate to fix userland-mangler itself, as it processes all text files from whole userland gate and it might change many packages.
This seems to be the wrong way of fixing this - the "source" files in the gate should continue to contain the CDDL so removing it seems incorrect.
