The details are in the CR, but in shortcut:
The man pages included in ntp component contain CDDL header. This header
is automatically removed by tools/userland-mangler. Unfortunately, this
CDDL header is replaced by one single empty line, which in rendered man
page creates empty page at the top.
To fix this I am removing the CDDL header myself. I hesitate to fix
userland-mangler itself, as it processes all text files from whole
userland gate and it might change many packages.
