Seems you are using a embedded broker in your client to forward messages from 
your local broker to the remote broker?
If you want to be notified when the network bridge is (re)started or stopped 
you can subscribe the advisory topic, 
that is ActiveMQ.Advisory.NetworkBridge to get events.
