Stereotypes will only be offered if they have a Base Class which matches the element that you are attempting to apply them to. It's impossible to tell from the screen capture, but I suspect that they don't include Component as one of their base classes. Stereotypes which are created using the icon on the property panel for an element will automatically have the appropriate base class added, but if you create them through some other mechanism, you'll need to be sure to do it yourself.
