activation='startup' But it *better* not make a difference which quotes I use. It's just XML.
I've actually found the problem. I misunderstood the Executable interface. I thought that Executable components would have their execute() methods invoked after all of the Startable components were started. It seems that Executables get executed at the same time Startables are started.
