Ok, This is James distro, right? There is no <policy> section, and Phoenix should run with AllPermissions enabled. And that would mean that there couldn't be any security exceptions.
However, this could be related to the 'starting wrapper'. I suspect you are trying to run as an NT service, and that is not really part of Phoenix. SO, you would need to look at if the starting wrapper place any Security Policy in place, and what that policy contains (if anyting), and you need to ensure that all the codebases are included.
