Niclas, Thanks to your suggestions, I think I am making some progress:
The wrapper FAQ tells me I need to add AllPermission for wrapper.jar to my policy file. Looking at the startup config, the policy file for phoenix appears to be embedded in phoenix-loader.jar. I know this is probably a Java-101 level question, but that is the level I am at: How can I break down phoenix-loader.jar to extract the current policy file and then rebuild the jar once I have made the necessary changes?
