Yes, good point.

I just wanted to but this comment out here for discussion as in
nearly all of the mailing lists I follow that concern bibliographic
programms the main focus is on "downloading web based references" and
then format the citation.

Well, I'm a user first, so let me explain my thinking on this from my user perspective:

It's artificial that we put all this logic into bib apps. When I think about the content I use in my work, it is spread out across myriad physical and net-based locations (including email). So when I choose to focus on something, I've already done what you note above (grouped, classified, etc.), and the tools that help me find stuff cannot ever be limited to the bib app per se.

For your example, I'd like for a colleague to just email me a doi and abstract, and then allow the metadata to be automatically imported into my citation workflow. The technology is pretty much out there to do this. We can even allow people to cite by entering a doi or isbn, and let some script go and grab the metadata.

I won't argue the importance of these actions, but it would be nice
to have some discussion about concepts that help the scolar actually
work with these references. The whole bit between "put in the
reference" and "cite it". In my experience " the bit between" is much
more time consuming that the other too and a good bibliographic
program should provide utilities that helt in this.

I agree. I don't think it's either-or.
