I think it's quite likely the enhanced metadata support will be added to ODF 1.2, and that this will happen mid-2007. I hope to have the proposal done for it by end-of-year. Once it's approved, I imagine others within OOo could start working on it.
(And since you mentioned IRC: Is there any regular activity there?)
No, in part because of we've kind of been in a holding plan waiting on this other stuff. But also, I tend not to be much an IRC person in general (not sure about David). No reason people can't pick it up though.
