The method you describe is the only way I know how to do it. We have done a similar migration with some scripts around xe on xenserver and cloudmonkey for importing to cloudstack.
I'm interested to know if anyone else has tried this. We have 1000's of vms still to migrate from legacy xenserver into cloudstack.
