Iptables is disabled, selinux is disabled also.

In the catalina.out it says "VM does not exist on 
XenServer322ab8aa-0302-49b2-9f32-f068f7f2f8f8
INFO  [cloud.vm.VirtualMachineManagerImpl] (Job-Executor-6:job-23) Unable to 
contact resource.

Does that mean the management server is looking for the virtual router on the 
xenserver host and is not finding it there?

try disabling iptables on your hosts (service iptables stop) and see if that 
makes a difference.
