Yes, I have 2 system VM-s running  and 2 VM-s created from the base template 
(CentOS). Have no problem to create/start/stop VM.
I can't start to investigate the problem, because there is no error from 
logs/UI. It seems CS just ignores this task.

Is your secondary storage setup correctly? Are you system VMs started?
