The templates are bare bone with some patches, latest Chef client
installed
along with client.rb and validation.pem. Once the instances are up,
run a
quick chef-client and Chef handles the rest

I have not seen this. We also prepare Windows templates and configure
no EULA in the unattent.xml as well. The sysprep is run (if memory
serves) as: /shutdown /oobe /generalize
