A Veeam backup job that’s marked with a dummy tag but has other options and configuration is imported as a backup offering in CloudStack and further used to take VM backups on vSphere.

Without the integration you'd have to give the end user access to VEEAM and CloudStack wouldn't know that the backups exist.
