Are you using the ipmitool/redfish tool to test the host ha ?

Are you testing it on a IPMI enabled host ?

Did you install ipmi tool on the management server ?

[root@ol8 ~]# ipmitool -V
ipmitool version 1.8.18

Could you please a github issue or a discussion  and upload the management 
server logs to investigate further.

Host HA is known to break VM HA.
Disable Host HA, possibly even oobm and try again.

NFS is a requirement for VM HA, so make sure you keep that.
