Are you using the ipmitool/redfish tool to test the host ha ? Are you testing it on a IPMI enabled host ? Did you install ipmi tool on the management server ? Disable Host HA, possibly even oobm and try again. NFS is a requirement for VM HA, so make sure you keep that.
