Could you please let me know the values you have configured for the following 
global settings.

I have used the following values and KVM host ha is working fine.

Also can you check by executing the following api

https://cloudstack.apache.org/api/apidocs-4.20/apis/issueOutOfBandManagementPowerAction.html

The ipmi tool on management server should restart the host

ipmitool [options] power cycle
ipmitool -I lanplus -U admin -P password -H 127.0.0.1 power status

Yes, can you please elaborate on the statement "Host HA is known to break
VM HA". I have tried multiple times HA state is in degraded state on kernel
panic and vm never get migrated and HA doesn't change from degraded state.
