Yes. By default, when a VM is deployed from a template with KVM on Apache
CloudStack, the template serves as a backing file for the VM's root disk
and, thus, a linked clone of the template is performed. That is, VMs with
the same template in the same primary storage will share the template.

For KVM, it is not currently possible to manage this behavior. However, we
are working on an extension to achieve that. For VMware, the
`vmware.create.full.clone` global setting controls the behavior.
