What I meant was, I don't see parameters allowing me to create groups
via CLI. But if I change the configuration live (crm configure edit),

"crm configure group ..." is the command if you want to script it; interactively you would "crm configure" and then add your changes (not forgetting to "commit").

You should not do "crm configure edit" to add resources. Just from the point of documentation the above method is much better. Maybe take the time to read the manual page for crm. I also recommend using "verify" and maybe "shadow CIBs"...
