Is the followin, pasted example correct?

There is a closing slash in the first line!
If so, you can't get the value from the action in your matcher
as the matcher is not nested inside the action. It should work
this way (without a closing slash at the action element):

<map:act type="pon-idioma">
        <map:match type='hay-valor' pattern='{nuevo-url}'>
                <map:redirect-to uri='{1}'/>
        </map:match>
</map:act>
